I am a transportation Broker and deal with motorcycles ,cars, boats and Travel Trailers. I disagree with the previous poster on cost. A verified hauler can do it a lot less than you can due to time from work, return trip etc.

I think it depends on what state and what the laws currently are. Some states do some don't some are in court for it. across the board there is no answer.
