freight on board . A term used in shipping to refer to the place where the buyer becomes responsible for the shipment and the shipping charges.

around here we call immigrants who haven't adjusted to american lifestyle FOB's (fresh off the boat). it's a very common term in southern-cali where we have a huge asian community.
