Depends on the volume of your developer. 40 & 30 volume shouldn't be left on longer than 30 minutes. 20 vol can be left on a little longer.

It's not necessary to do so. If you do decide to cover your hair while bleaching, leave it in for a shorter period of time, because it'll process faster. So 30 minutes uncovered, or 15-20 min covered is a fair standard. This works for me, anyway.
