child...yes, so long as only spanking and not beating and it's reasonable (that's where interpretation is tricky). Pets...generally no...most do better with consistent positive reinforcement than punishment.

I believe so. But any punishment is only as effective as how willing you are to stick with it. So timeout can be just as effective as long as your kids know you mean it.
