For an example of an extremely good insulator, check out "Aerogel". As for clothing, the best bet is multiple thin layers, starting with thermal underwear. I usually wear 2 layers of pants and 4 layers of shirts (2 long-sleeve, 2 short)

To accurately compare, you need to measure effective radiated power, which measures both the actual power and the antenna's efficiency in converting that power to signal. You also need to consider that a wifi signal is rarely continuous.
