I have a large # of photo's. (like 12,000) that I want to go through
and do Meta Tags for each one. Is there a program that I can quickly
tag one, hit enter, then see and tag the next, hit enter, and repeat?

Adobe lightroom is decent. But organizing a large number of photos is difficult. Try to group them in folders based on relevant groupings. For free try Picasa(google)

yea I've got Picasa, I don't need to organize them, just want to go back and tag them all quickly with who is in the picture for easy searching

you can always kind of hint at it, talk more about how you two belong together forever, but i wouldn't suggest aproching him directly, this aggressiveness might scare him into making a decision without thinking (IE not to marry)
